Default minimum outdoor temperature for DX coils

The current minimum outdoor temperature for compressor operation for EnergyPlus objects 'Coil:Heating:DX:VariableSpeed' and 'AirConditioner:VariableRefrigerantFlow' is -20 DegC. The current cold-climate heat pump technology can operate easily down to -25 DegC. Ideally if this temperature can be allowed to drop to -30 DegC.

What is the best way to request this kind of change in EnergyPlus? This is really not a feature request. It's more of minor code change. Is there a web link someone can share for entering this request for change in e+?

After doing further testing with e+ 8.9, it turns out that the dx heating coil (Coil:Heating:DX:SingleSpeed) can actually operate below -20 DegC. The limitation is then not in e+. My original testing for this was done using OpenStudio which always sets a minimum value of -20 DegC on the the minimum outdoor temperature for compressor operation. This was last verified with OS v 2.6.
