how to set VAV system to supply only minimum outdoor air requirement?

I am modelling VAV system for LEED baseline case system8 using HVACTemplate in EnergyPlus.
Since minimum outdoor air fraction is fixed based on autosizing calculation , extra outdoor air is being introduced in summer which lead to unmet hour due to limited cooling capacity.(refer to image below) What I want to implement is to introduce minimum outdoor air flow constantly through a year? Does anyone know how I can implement?

In the HVACTemplate:Zone:VAV object, specify FixedMinimum (instead of ProportionalMinimum) in the "Minimum Outdoor Air Control Type" field. Or if not using HVACTemplate, see the "Minimum Limit Type" field in the Controller:OutdoorAir object.
