PV panels for certain weather files problem

I'm currently simulating a building system that includes PV solar panels. The simulation is working fine when using weather file for San Francisco's weather file. The problem is that when I use one of the Egyptian cities weather file (ex: Alexandria's weather file) , the simulation crashes for the following fatal error :

Fatal ** PV_panel: Failed to calculate plane of array irradiance with given input parameters.

I've tried running energyplus' example files including Photovoltatic Solar panels and the result was the same where american cities weather files worked fine while egyptian cities files caused the same fatal error.

I was able to run the example file with Alexandria weather file: image description

I would try to make sure you use the right encoding.

What E+ version you use?
