Plant loop is not operated

I am modelling VAV system with water cooled chiller using OpenStudio 2.4.
Even though I modeled HVAC sytstem (and didnt get error), cooling/heating setpoint, Hours of operation in Schedule Sets, Availability schedule for cooling coil, energy simulation result doesnt consume any energy for cooling. (Fan is operating). From my experience, these are the setting I was checking.
Does anyone know what I should check further to solve this problem?

do you have an .osm file? that'll make it easier to find the error.

I could figure out the problem.
Problem existed in Sizing:Plant
I forgot to change Design Loop Exit Temperature which was 82 deg as default for chiller plant loop.
