I have been playing around with the minimum and maximum outdoor air parameters but it does not seem to have any effect. How can I model an air loop that suplies conditioned air and does not have any returns or recirculation? I was tried adding the Always On Discrete schedule but it does not seem to work.

Assuming you are using EnergyPlus, for the Always On schedule, are you applying that to "Minimum Outdoor Air Schedule Name", "Minimum Fraction Outdoor Air Schedule Name" or both? Also when you say it doesn't seem to work, does that mean you are not getting any outdoor air, are not getting enough, or are only getting it at certain times? Might be nice to include text from entire Controller:OutdoorAir object.

I think you will find it difficult or impossible to model no return air explicitly. However, a 100% outside air system is effectively the same thing.
