No, EnergyPlus is not used for Pedestrian Wind Analysis. You'll need a CFD software. For a good overview, see something on Bert Blocken's website, such as this

Application of computational fluid dynamics in building performance simulation for the outdoor environment: An overview

There are many CFD packages, I wont try to list them, nor judge whats best, two examples are

  1. DesignBuilder has a CFD capability
  2. For a free, opensource, CFD package, you could use OpenFOAM

Well I was looking for a Software that was specific to Pedestrian Wind Comfort. Openfoam will require an UI and meshing tool to perform the task.

But anyways thank you for your reply.

You might be interested in the Rhino/Grasshopper script Butterfly. It is a basic GUI for OpenFOAM and I believe there are some tools included to analyze pedestrian wind comfort, but if you haven't used Grasshopper before it will have a pretty large learning curve.
