Questions about BCL measure 'Create Baseline Building'

2-part question regarding the BCL measure "Create Baseline Building":

1. I've downloaded Create Baseline Building into OpenStudio (v 1.14.0), but when I try to run the measure, I get the following error: "Failed to Show Arguments, Reason(s): Failed to compute arguments for measure: cannot load such file -- openstudio-standards." -- Any suggestions for solutions here?

2. When I get this measure up and running, is there a way to set the baseline to California Title 24, rather than ASHRAE 90.1 Appendix G?
