If you are using OpenStudio measure that use the 'openstudio-standards' gem outside of one of our interfaces, you will need to install the gem into your ruby environment. See the QuickStartUserGuide for the gem.
For your second question, the answer for now is no, but I'll let @apaker address our development plans for extending 'openstudio-standards'
