System types are defined off conditioned floor area which consists of cooled, heated, or indirectly conditioned spaces. I suspect that your garage is semi-heated though which is defined as having a heating capacity per floor area less than what is defined in Table 3.2 but greater than $3.4$ $\frac{Btu}{h*ft^2}$.
