Can anyone confirm whether fractional (non-integer) zone multipliers can be used in Openstudio?

Sorry, no such luck. If this was added as a feature in EnergyPlus then we could add that to OpenStudio as well. You can however use non integer multipliers (including fractional values) in OpenStudio for internal loads instances.
