ASHRAE 90.1 User Manual - Public Review

Does any one know if the 90.1 User's Manuals are put out for public review (like the standard is) OR is it drafted and sold 'as is' ?

As a member of the 90.1 committee, I have been through the process a number of times. The chosen contractor gets a copy of the previous Users Manual along with all the addenda. The contractor uses these to update the text and examples of the Users Manual to try to provide clear instruction and examples on how to use the 90.1 standard. A small working group of 90.1 committee members oversees the contractors work. During the production of the draft, members of the full committee can provide guidance and even suggestions on new text. As the draft nears its final form, all the membership of the 90.1 full committee are invited to review the draft. Each subcommittee is responsible for review of the corresponding sections of the 90.1 Users Manual. The members provide feedback to the contractor usually in two rounds of review. The 90.1 Users Manual does not go out for public review but has had the opportunity for review by the same authors of changes that made up the addenda. That said, the 90.1 committee is a busy committee made up of volunteers. Not every member gets a chance to review every word of the 90.1 Users Manual and sometimes errors are found. That is why errata have been issued for each 90.1 Users Manual, see Errata for Standard 90.1 Users' Manuals (various editions) on this page. The 90.1 standard which has gone through a public review and consensus process is the final word on the requirements on how to comply and the 90.1 Users Manual is a learning tool.

I don't think it undergoes a public review, but there is definitely a review by an internal panel selected by ASHRAE.
