ASHRAE 90.1-2007 App G PRM G3.1.2.4

As I have searched web and try to understand the 90.1 clause G3.1.2.4, the system needs to use night cycle and keep outdoor air flow rate to zero. I therefore just have a simple question, if above understanding is right, how re-circulation (no outdoor air) alone to meet the cooling/heating loads from zones during unoccupied hours? Do coils work as well during night cycle? Thank you very much in advance for any reply.

During unoccupied hours the outdoor air damper should close and then the unit should cycle on and off to meet the setback setpoint. To meet the setpoint, the heating and cooling coils should also turn on and off.

If you are using EnergyPlus/OpenStudio I can show you exactly how to do this, if you are using another program tell everyone and I am sure someone will know.
