Some organizations purchased electricity or natural gas at bulk rates for a number of facilities. Are those bulk rates to be used for the LEED EAp2/EAc1 energy model. Or should the local utility rates for similarly sized buildings be used?
You should ideally use the rate that the building will actually be using (or one approved by your "local jurisdiction"). In a pinch, you can also use your state average. But you should not use a different rate unless it is somehow relevant to your project.
From "Advanced Energy Modeling For LEED":
If local utility rate schedule (or energy rate schedule approved by local ASHRAE 90.1–2007 adopting authority) is unavailable, use energy rates listed in state average prices, published annually by Energy Information Administration (http://www.eia.doe.gov).
