I am wondering if EnergyPlus has the capability to model digital economizer controls to estimate energy savings for a more efficient economizer controller. I see there is a separate toggle for DCV under the Controller:MechanicalVentilation, but that is not what I am looking for. Alternatively, would there simply be a way to change the availability schedule for the economizer controller?

You might want to take a look at the EnergyPlus documentation for the Controller:OutdoorAir object. Many of the digital controls have to do with the economizer control type, economizer control action type, lockout type fields as well as the other fields. There is a lot of flexibility with that object. If you do want to schedule the outdoor air, there are three fields related to scheduling. See
