I would like to know if it is possible to simulate an air to water heat pump in OpenStudio.
If it is not possible, what is the best way to represent it?

In EnergyPlus, there's a WaterHeater:HeatPump object.
Beware that this is a zonal object.
In the current OpenStudio public release (1.8.0) the object isn't accessible in the app, nor in the API as far as I can tell. So you would have to use an EnergyPlus measure (or take the out.idf and do it in the IDF editor).
The good news is that it was added recently, alongside a lot of other HVAC objects. You can download the OpenStudio 1.8.5 release candidate here.
I can't find the list of added functionality anywhere online, but it's significant!

The WaterHeater:HeatPump object may not be able to model products with variable speed compressors (e.g. Daikin Altherma) since you can't enter curves for different speeds. It also requires the use of a tank, though it is possible you could make the tank size small to simulate a tank-less system.

Is there a specific product you want to simulate? Air-to-water heat pump can refer to heat pump water heaters used for domestic hot water, as well as products used mainly for space heating (reverse-cycle chillers, Daikin Altherma, EcoCute, etc.).
