I found this object in the OpenStudio SDK object list here , but I cannot find this item in the OpenStudio user interface. Does it mean I can write OpenStudio Measure to access this feature?

Correct. This object is not exposed in the OpenStudio user interface, but it is available in the OpenStudio API which means you can write an OpenStudio Measure to use it. I'm not aware of an existing Measure I can point. I'll try to work something up and post back later.
