Should Heat Recovery Be Included in Baseline Model if Present in Proposed Design? (ASHRAE 90.1-2010 Appendix G)

Hi all, We are working on an energy model for a commercial building using ASHRAE 90.1-2010 Appendix G. In the proposed design, certain HVAC systems include heat recovery wheels or exhaust energy recovery for ventilation air.

Question: Should the baseline model also include heat recovery systems if they are present in the proposed design? Or should the baseline exclude them unless required as per ASHRAE 90.1 Performance Rating Method(PRM)?

Any references to Appendix G modelling rules would be appreciated.

Baseline application of energy recovery don't depend from project design but follows requirements of section 6.5.6 Energy Recovery (exceptions included) and referenced to Table 6.5.6.1 Exhaust Energy Recovery Requirements Also Minimum_Energy_Performance_Calculator in Air-Side HVAC sheet can help with some detailed references (as in the screenshot here below). image description

Please review the cited resource https://www.energycodes.gov/performan... Proposed Design Model: The simulation model must be consistent with the actual design documents and properly account for all energy-saving features, including the heat recovery wheels/exhaust energy recovery systems.

Baseline Design Model: The baseline model serves as the minimum code-compliant benchmark. The HVAC systems in the baseline model are specified in Appendix G, Table G3.1.1, based on building type, floor area, and climate zone, and are generally conventional, minimally code-compliant systems (e.g., PTAC units, VAV systems, etc.). The key rule here is that if an energy recovery system is an optional feature in the proposed design (meaning it's not a mandatory requirement from Section 6 of 90.1-2010), then it is omitted from the baseline model
