In EnergyPlus, if I want my cooling system to have a constant COP regardless of temperature or flow fraction, which performance curves should I modify — should I flatten the 'Energy Input Ratio Function of Temperature' and 'Energy Input Ratio Function of Flow Fraction' curves (e.g., set them equal to 1.0), or is there another recommended way to configure the curves for constant COP performance?

Yes, you'd set the coefficients for the following curves so that they yield a value of 1 regardless of PLF/Temp/Flow (independent variables):

Energy Input Ratio Modifier Curve
Energy Input Ratio Modifier Curve
Part Load Fraction Correlation
