That measure lives in this repository: https://github.com/NREL/openstudio-aedg-gem
According to the list of releases, version 0.7.0 supported OpenStudio 3.5. So if you download that version, you should be able to use the measure that lives at lib/measures/zedgk_12_hvac_vrf_with_doas.
