OpenStudio v3.7.0 is the SDK/CLI executable distributed by NREL. There's no GUI. One launches the CLI at the command line (e.g. PowerShell) - no point in double-clicking/launching the executable.

The OpenStudio Application is a GUI (interacting with the SDK/CLI behind the scenes, although not all of the SDK classes/methods are available through the App). If you've installed the App v1.6.0, there's no point installing OpenStudio SDK/CLI v3.6.1 - the latter comes with the App.
