Design Builder's Results Viewer (I run version 3.1) has no problems opening eplusout.eso files that are found in the run directory of your model. https://designbuilder.co.uk/download/release-software
Alternatively, you can use DVIEW "DView (wxWidgets 3.1.1) Version Dec 21 2018", which has a crash issue resolved with sql files that were built with the OpenStudio Results Measure. https://github.com/NREL/wex/wiki/DView
