You can define a heat sink (something that takes heat out of the zone instead of adding heat to the zone) with an OtherEquipment object type in EnergyPlus. To use a negative power design level (total, per floor area, or per person), you'll need to set the Fuel Type input to "None". Be sure to also review the equation for fractions related to heat gains/losses.

In the OpenStudio application, this object type is defined in the Internal Loads tab (Other Equipment Definition, near the bottom of the definitions drop-downs along the left border).
