@bingo Have you tried deleting your %USERPROFILE%/BCL folder? (eg: C:\Users\bingo\BCL)

For what it's worth, I did try the OpenStudio 1.4.0 (newly released 12 days ago) on a Windows 11 clean virtual machine and can say that it works: https://github.com/openstudiocoalition/OpenStudioApplication/releases/tag/v1.4.0

Please do note that I'm talking about Windows 11 with an x64/amd64 architecture (the vast majority of cases). If you try to use an arm64 (such as running a windows 11 virtual machine on an M1 mac), it won't work.
