I did some tests for this and I doubt that it is caused by the EnergyPlus version. After I upgraded the idf files into EnergyPlus version 9.6 and reran the simulations, this kind of fluctuations are disappeared. For your research purpose, I suggest you upgrading the idf files from 9.0.1 to 9.6.0 and rerun all simulations.
