No, CBECC-Com 2019 does not support heat recovery chillers. One way to do this would be to model it as a regular chiller in CBECC-Com, then modify the IDF produced by CBECC-Com and substitute in the relevant EnergyPlus objects to convert it to a heat recovery chiller. You can always apply the TDV factors directly in EnergyPlus or post-process it in a spreadsheet.
