If you are using the OpenStudio SketchUp Plugin and you want to import constructions or schedules into your current model go to the "Import" menu under "Plugins/OpenStudio" and choose the appropriate options. In your case "Import EnergyPlus IDF Constructions".
As a note, if you are in the stand alone OpenStudio application you can also load external objects if your dataset is an OSM by loading it as a library using the file menu. It will replace your current library resources (note: this doesn't affect the HVAC library).
