I don't know of any resources with IDFs including ASHRAE 36 control sequences, but I would image it would likely be done through EMS (Energy Management Systems). There is a great PNNL paper that studied over 40 energy conservation measures using EMS, and some relate to HVAC controls.

You may also be interested in the Spawn of EnergyPlus that leverages Modelica in order to simulate high-performance control sequences like those in ASHRAE Guideline 36 (all of this is discussed as well in this article). This is available for use today, but is not packaged with a simulation or model development environment. For now, users can use several commercial and public tools including IMPACT, Dymola and JModelica.
