You can use a schedule of type RESET to connect the operation of heating equipment to the outdoor air temperature. If you also want the indoor air temperature to be used as a setpoint control, you may be able to use a thermostat to control the heating in the zone (by e.g. baseboards or fan coils), and connect the zone heating equipment to a hot water loop that uses a loop operation mode of “SNAP”. I.e. go to the Water-Side HVAC tab, select the Hot Water Loop and double click to open the “Circulation Loop Properties” Window. In this window go to the Operation tab, and under Loop Operation select Snap. For the Snap Location set Outdoor and for the Snap Temp set 10°C (or equivalent value in °F). This will turn off the HW loop above 10°C outdoor air temperature.
