Hi - you should be able to find weather file from Climate One Building website (http://climate.onebuilding.org/WMO_Region_2_Asia/AFG_Afghanistan/index.html) for Kabul. You'd generally need more parameters than temperature and humidity to create valid EPW file (e.g. wind, SW/LW radiation etc.).
