That second link is taking you to Github, where the OpenStudio application source code is hosted. This allows you to any version -- including "pre-release" versions that test new features before "release" versions are provided. Pre-release versions have an orange "Pre-release" badge next to them (see below).

If you want to download the latest release version, you can find the one that has a green "Latest release" badge (looks like v1.1.0).

You should also be able to find an installer for the latest version here under the OpenStudio Application Release section. This is where you could also download and install the other tools in the "OpenStudio family" (Software Development Kit, Parametric Analysis Tool, SketchUp Plugin).
