The OpenStudio SDK (Software Development Kit) is separate from theOpenStudio application -- they require separate files to be downloaded and installed. The application is the GUI (graphical user interface) you use to edit an OpenStudio model, and most of its features rely on the OpenStudio SDK.

Both the SDK and Application can be downloaded from the OpenStudio download page. The SDK download is under the OpenStudio Release section (latest public release is v3.1) and the application download is under the OpenStudio Application Release section (latest public release is v1.0).

If you want to test the latest non-public releases, then you can find the SDK and Application releases on different Github repositories.
