You can't have one schedule assigned for summer and another for winter. If you want a pre-configured schedule with different values in different seasons you would setup one ore more rules with the date range set as desired.

If you making are making a fraction schedule then you want to use a schedule type of "Fractional". If you want the behavior tied to outside conditions then you want a different type of control system. OpenStudio 1.7.0 simplified the dialog to create a new schedule. In the past you had a long list of "Classes" to choose from, and then chose a "Schedule Type". Now there is just the Schedule Type pull down list which lists the different value types available in EnergyPlus.
