Did you place a setpoint manager on secondary loop?
If you are running the HX Uncontrolled , I suggest you to try CoolingSetpointModulated (reference here), then place a setpoint manager on the HX demand side outlet node (in addition to the sub-loop setpoint manager that should be placed at the supply side sub-loop outlet node
