Energyplus is an hourly (as a maximum) simulation engine! And working on Hourly (or smaller) weather data is one of its privilege. So: 1- Yes (or you can create it with an even shorter time interval)

2- Yes (only if you have days with 24 houly data, so 8760 hourly records - but ,as partially told previously, you can also create only one a week, and with a 15 minute time interval, for example), but you need to precess it to become a EPW file trough the Weather Converter Auxiliary program, likely through a DEF file to process it as a custom source data

3- Obviously No
