There should be a ConnectorList (accordinglyConnector:Splitter and Connector:Mixer) object in every half-loop of plant loops whether you actually need them or not. It is how energyplus recognize your plant's configuration.
If you added these objects and still get an error, I think you might need to add a bypass branch with adiabatic pipe in supply half-loop of condenser loop. The thing is energyplus enforce you to have a bypass branch parallel with every active component.
