VAV systems use supply air temperature control with zone reheat boxes used to trim zone temperatures to the heating set point temperature. If the zone temps are mostly in the dead band during the cooling season then the supply air temperature is too cold, or the VAV box minimum stops are too high. You might try using a supply air temperature set point reset strategy based on outdoor air temperature (see SetpointManager:OutdoorAirReset).

VAV CAV systems use supply air temperature control with zone reheat boxes used to trim zone temperatures to either constant or cycling fan mode. For cycling fan mode the heating set point temperature. If system should maintain the zone temps are mostly thermostat temperature in the dead band during cooling and heating season. For constant fan mode, the zone temperature will be impacted by the operation of the fan when no cooling season then or heating is needed, and the supply outside air temperature is too cold, or the VAV box minimum stops are too high.
