This is a generic answer to your question, not OpenStudio specific. The National Research Council of Canada has a website that lists the sunrise/sunset times for every day of the year for many cities.

The text version provides Nautical and Civil Twilight Start, Nautical and Civil Twilight End. I use Civil Start/End as the turn on/turn off times. I construct an hourly schedule, one for each month of the year using the average for each month and apply that schedule to the calculated exterior lighting kW.
