Low Temp Radiant Constant Flow is a zone hvac object, so you will find it in the model library in the Thermal Zones tab in OpenStudio.

Note that the default controls for radiant systems in OpenStudio use the zone air temperature to ramp the radiant heat system up or down and can lead to severe oscillatory behavior. Depending on your project, you may want to emulate the radiant heating system with another object, add your own custom control scheme with EMS objects, or wait until the next OpenStudio release to take advantage of the radiant system BCL measures available in that release.

OpenStudio does not have a central air-to-water heatpump object in the GUI yet. It is in progress in EnergyPlus and will be added to OpenStudio once available in EnergyPlus. For now, you can use DistrictHeating and DistrictCooling objects on the plant loop and then post-process your efficiency values.
