If you click on the EN-15251 button in the top right-hand corner of the CBE Thermal Comfort Tool then you have the option of entering air temperature and mean radiant temperature separately. Alternatively, you can use Appendix C of ASHRAE 55 to calculate the operative temperature based on the air temperature, mean radiant temperature, and relative air speed. Appendix C does note that in most cases, the relative air speed and/or the difference between mean radiant temperature and air temperature is small. In this case, the operative temperature can be estimated as the mean value of the air temperature and the mean radiant temperature.
