There was previously an issue with datapoints that were not included in the downselect logic (e.g., from your example above those datapoints that weren't "Location Region|CR11" or "Location|AL_Birmingham.Muni.AP.722280"). The issue should now be fixed. Update to the latest master branch of https://github.com/NREL/OpenStudio-BuildStock.
