Unfortunately, the electric EIR chiller object in EnergyPlus doesn't have an availability schedule setting like the plant loop does. However, there is a way to do what you want using setpoint temperature settings. From your plant loop image screenshot, it looks like you are using Scheduled Setpoint Managers (SPM). So, somewhere you are creating a schedule of supply temperatures you want the chillers to provide. In order to simulate maintenance time with the chiller is taken out of service, then set the supply temperature value during that out-of-service time artificially very high (100$^{\circ}$C, for example). The chiller will think that it doesn't need to turn on to provide cooling because the setpoint temperature is likely higher than whatever return temperature enters the chiller.
