You have what appears to be a large loss coefficient.

WaterHeater:Stratified,
    Storage Tank Stratified, !- Name

10% to 15% in losses seems high to me but I am not an expert in water tanks. Try decreasing these losses and see if the tank acts more like you would expect (e.g.,dived losses by 10 to 0.015 or 0.01 W/K)
