This document describes the process.
Model the building as is and the ASHRAE 90.1-2007 baseline and then demonstrate that you meet a certain percentage energy cost savings from baseline depending on the deduction you are targeting. There is an OpenStudio measure Create Baseline Building that generates the ASHRAE 90.1-2007 baseline, though there are some minor changes to make for PRM method vs. Appendix G as specified in the report above.
