I just ran into a similar problem running OpenStudio 2.7. In my case I noticed exterior blinds did not work but exterior shading did work.
To make the change go to "materials" and specify a new shading device. Next go to the spaces --> subsurfaces--> shading controls, and change the shading type to "exterior shade". Next, select your shading control and change the "shading device material name" to the one specified earlier.
Perhaps this will help others who encounter a similar issue.
