Th ASHRAE Handbook - HVAC Applications has a Table "Hot-Water Demands and Use for Various Type of Buildings" (table 7 chapter 50 in 2011 edition). For elementary it lists a max hourly, max daily, and average daily (0.6, 1.5, 0.6) gallons per student. The book provides details on assumptions made in these numbers.

You could also look at the DOE Prototype primary school for the target standard you are interested in and scale to your building per area or student as a rough starting point.
