Euclid is Legacy OpenStudio (OS) Plugin. When you install OS It installing the OS plugin for SketchUp as well. You should be able to follow the basic workflow tutorial (though yes, some things has changed). in order to create interior partition you must select the space you need to insert the surface in, then to select the insert new interior partition surface group. (see the picture below).
A new group will be created inside your space, select it and draw the surfaces you need.
