There is no direct way to model the system as-is. The chillers and chilled water supply loop support operation below 0C for charging ice storage. But the current chilled water coil models don't know how to deal with frost on the air side. You could try making a Coil:UserDefined or ZoneHVAC:ForcedAir:UserDefined that is able to operate below 0C.
