"Occ" at the end of the schedule name indicates that it is an occupancy schedule that indicates fraction of peak occupancy in the zone. The schedule is defined for the HVAC design days -- cooling in the summer and heating in the winter -- as well as the annual simulation (Default, Profile 1, etc.). The winter schedule is always zero to be conservative, meaning that there are no people in the zone generating heat on the winter design day, so the heating system needs a larger capacity.

The Work Efficiency Schedule quantifies how much of the energy occupants use turns into heat added to the zone (schedule values of 0) vs. mechanical / useful energy within the occupants (schedule values of 1). The zone heat balance calculations assume values of 0, but schedule values greater than 0 will only impact thermal comfort calculations.

This cannot be set within the OpenStudio interface, so I'm assuming that you are using the Predicted Mean Vote measure on BCL.
