As David eluded to, most plug loads are considered "unregulated" loads by Standard 90.1. The data sources for inputs to the Prototype Building Models can be found in the accompanying Scorecard XLS spreadsheets. In the case of the Office PBM, the data source for the plug load is the 90.1-2004 User's Manual, which may or may not have more detail about where the W/m2 value comes from.

The ASHRAE Handbook of Fundamentals also has heat gain values and distributions for appliances and equipment.
