You can make changes in the weather file (which isnt recommended as Ralph mentioned unless your source (for the changes) is valid) using the ELEMENTS http://bigladdersoftware.com/projects/elements/downloads.html
You can't do the changes just for STAT file & expect it to get reflected in EPW. FYI.
